A Systemic Toolkit Based on the St. Gall Management
Framework. The aim of this paper is to help project
managers to enhance their capability of dealing
effectively with complex change and development
projects. For this purpose, the potential of
organizational cybernetics and systems theory to support
the management of complexity is explored. The emphasis
is on the specific perspective of project organization
and leadership. We develop a set of conceptual tools
dedicated to the support of actors facing dynamic
