This document sets out five principles intended to
support public sector managers, auditors and legislators
in a common purpose: the application of sound management
practices in the related areas of innovation, risk
management and control. CCAF believes that common
understandings and expectations can support more
constructive and trust-based working relationships
across public organizations. When managers, auditors and
legislators share reasonable expectations for the
management of difficult areas, friction is reduced,
management practices and controls are improved and
government entities are able to deliver better results
